Mexican Tortilla Pinwheel Kebabs with Ground Beef and Cheese

These Mexican Tortilla Pinwheel Kebabs combine bold Mexican flavors with a fun presentation that makes them perfect for dinner, game day, or your next party.
If you follow me for a while you know that I usually enjoy creating Bulgarian and Mediterranean recipes because they reflect the way I cook at home. I don’t like to follow food trends and cook the same recipes everyone else is cooking. Recently, I started seeing these tortilla pinwheel kebabs everywhere, so I had to find out if they were really worth the hype.
Many versions of this recipe use Mediterranean or Middle Eastern spices, but that didn’t feel right to me. When I think of flour tortillas, I think of Mexican flavors. One evening, I mixed my own Mexican spice blend, added plenty of Cheddar cheese, and served the pinwheels with a creamy chipotle dipping sauce. My husband loved them and encouraged me to share the recipe.
I hesitated for a while because I didn’t want to become another creator chasing the latest trend. Then something unexpected happened. These Mexican Tortilla Pinwheel Kebabs with Ground Beef and Cheese became one of our favorite meals. I started making them again and again because they were simple, flavorful, and fun to eat. At that point, I knew this recipe deserved a place on my website. Sometimes a trend becomes popular for a good reason, and this recipe proves it.

Juicy ground beef, melted Cheddar cheese, crispy tortillas, fresh vegetables, and homemade Mexican spice mix create an irresistible combination. No need to finely chop the vegetables
Skip the extra knife work. Instead of finely dicing the onion and jalapeño, simply blend them with the spices in a small food processor. In just a few seconds, you’ll have a flavorful vegetable mixture that’s ready to mix with the ground beef.
Minimal prep time
With only about 20 minutes of prep, this recipe is perfect for busy weeknights. Most of the work happens while the kebabs bake in the oven, giving you time to prepare the dipping sauce or a simple side dish.

Helpful Tips for the Best Mexican Tortilla Pinwheel Kebabs
- Taste the jalapeño before adding it to the food processor. If it is too spicy for your taste, use only half. You can also replace it with a half of bell pepper.
- You can use any size flour tortillas you like. Just keep in mind that smaller tortillas require less meat and cheese. You’ll end up with more skewers, but they will be smaller.
- Spread the meat mixture into a thin, even layer, leaving about ¼ inch around the edges clean. This helps keep the filling from squeezing out as you roll the tortilla.
- Cut the rolled tortillas into evenly sized pinwheels so they bake at the same rate.
- Always thread the skewer through the loose end of each tortilla. This helps keep the pinwheels from unrolling during baking.
- I recommend baking the tortilla pinwheel kebabs on a wire rack placed over the baking sheet. The rack allows the meat drippings to fall away from the tortillas, helping them stay crisp instead of becoming soggy.
- Lining the baking sheet with aluminum foil is optional, but it catches the drippings and makes cleanup much easier.
- I used stainless steel skewers, but if you use wooden skewers, soak them in water for about 30 minutes before threading the pinwheels. This helps prevent them from burning in the oven.
- For the most even browning, flip the skewers halfway through baking. If you’re using a convection oven, you can usually skip this step because the hot air circulates around the kebabs.

Pro Tip
Taste the seasoning before baking
The amount of salt you need depends on the type and brand of salt you use. Some salts taste much stronger than others, so it’s difficult to recommend one exact amount. I usually start with about 1 teaspoon of salt and ½ teaspoon of black pepper per pound of ground beef, but I always check the seasoning before assembling the pinwheel kebabs.
To do that, place about ½ teaspoon of the seasoned meat mixture on a small, microwave-safe plate. Microwave it for about 10 seconds, or until fully cooked. Let it cool for a few seconds, then taste it. If needed, add a little more salt to the remaining meat mixture and test again. This simple step takes less than a minute and helps you season the beef perfectly every time.

Serving Suggestions
Serve these Mexican Tortilla Pinwheel Kebabs warm with the creamy chipotle dipping sauce. I topped them with chopped fresh parsley, but that is totally optional. They pair perfectly with a fresh Mexican-inspired salad or a handful of sweet cherry tomatoes for an easy meal. You can also serve them with guacamole, refried beans or your favorite salsa for an even more satisfying dinner. If you’re making them for a party, arrange the skewers on a platter with the dipping sauce in the center for an eye-catching appetizer.

Storing Suggestions
Store any leftover tortilla pinwheel kebabs in an airtight container in the refrigerator for 3 to 4 days.
To reheat, place the kebabs in a preheated oven or toaster oven and bake for 5 to 8 minutes, or until heated through. This helps the tortillas stay crisp on the outside.
I don’t recommend freezing these tortilla pinwheel kebabs. Freezing and thawing can change the texture of the tortillas and the filling, so they taste best when enjoyed fresh.
Mexican Tortilla Pinwheel Kebabs with Ground Beef and Cheese
Ingredients
- 10-inch flour tortillas I usually need 5
- 1 lb ground beef
- 1 small onion or ½ of a large one
- 1 Jalapeño pepper seeds and stem removed
- 1 Tbsp smoked paprika
- 2 tsp ground cumin
- 1 tsp garlic powder
- salt and pepper to taste
- 10 oz grated Cheddar cheese or Mexican cheese blend
For the chipotle sour cream sauce
- ½ cup sour cream
- 1 Tbsp chipotle salsa or to taste – I use San Marcos
Topping
- chopped fresh parsley or cilantro optional
Instructions
Before you start
- Preheat an oven or a toaster oven to 400℉
- Line a baking sheet with aluminum foil. That is optional but it will help you to avoid scrubbing later. Place an oven safe wire rack on top of the baking sheet.
Prepare the vegetables
- Peel and wash the onion.Wash the jalapeño pepper. Remove the stems and the seeds.
Mix the meat mixture
- In a small chopper or a food processor add the onion, the jalapeño, 1 Tbsp smoked paprika, 2 tsp ground cumin, 1 tsp garlic powder, salt and pepper to taste. Blend until smooth.

- In a deep bowl combine the ground beef and the vegetable and spice puree. Mix with your hands until everything is well combined.
To prepare the tortilla pinwheels
- Divide the meat mixture into 5 equal portions.
- Place one part of the meat on top of a 10 inch tortilla. Use the palm of your hand to smash the meat down. Spread as evenly and thinly as possible. Try to leave about ¼ inch of the outer edges clean.

- Top with grated cheese. Try to spread it evenly and keep the edges clean.

- Roll the tortilla to a tight roll.

- Cut to evenly sized pinwheels (similar to sushi) to ensure even cooking.

- Thread the tortilla pinwheels onto skewers. Make sure you thread through the end of the tortilla to prevent them from falling apart.
- Repeat with the remaining tortillas until all of the meat mixture has been used. I usually get about 5 skewers.
To cook the kebabs
- Place the skewers with the tortilla pinwheels on the wire rack over the lined baking sheet.

- Bake for 20–25 minutes, flipping the skewers halfway through, until the beef is fully cooked and the tortillas are golden brown. The ground beef should reach an internal temperature of 160°F (71°C). If needed use a food thermometer. If using a convection oven, you can usually skip flipping the skewers, although the cooking time may be slightly shorter.

Make the chipotle dipping sauce
- Mix the sour cream and the chipotle salsa. Serve alongside the pinwheels as a dipping sauce.
- Serve the tortilla kebabs while they are still warm with the dipping sauce.I also chopped some fresh parsley and sprinkled it on top of the kebabs. That step is totally optional.
